Starting A Story With Telling

Most people agree that it’s best to start a story by jumping right into the action. But currently, I’m reading a book that doesn’t do that. The first few paragraphs are telling…that’s right, telling, not showing. It’s written in first person.

Why do some stories start by telling instead of showing and jumping right into the action? Why does the author do this? When it is appropriate for a story to start this way?
